The Massachusetts Department of Higher Education developed this definition of Civic Learning and in 2015 and 2016, commissioned two teams of faculty from across the country to create two rubrics (Civic Knowledge and Civic Values). Together with the AAC&U VALUE Rubrics, these two new rubrics will complete a suite of Civic Learning assessment tools.
